Intelij idea 2016.3.1 can't install

I'm trying to install 2016.3.1 but when i press next after selecting the install location the header of the installer updates but not the menu so i get stuck at the install location menu. All buttons are broken at that point pressing cancel pops up a message do you want to cancel and pressing yes on that does nothing even the X button no longer works as soon as i press next on the install location menu.
I tried installing 2016.3.0 that worked but when i try to update there i get an IO error.
hopefully somebody has a solution.

Do you install into a new empty directory?
Try disabling the antivirus.
Does not work i even manually created the directory i'm stuck here there supposed to be difrent option here so something is wrong with the installer 3.0 works fine
Try running installer as administrator.
That's odd. I had the same thing.
I clicked next (nothing happened), then I forgot about it, and after a few minutes it moved on to the next step of the installation wizard.
I had the same experience as Omeran80 with 2018.3.2 version on Windows 10
It's probably caused by the antivirus malfunction, for some reason it takes a lot of time until it scans the installer and allows it to proceed further.
I have only Microsoft Security Essentials on my PC. But I do not know if it can cause that kind of behavior. Also, I have jdk1.8.0_121. Is it possible to add some kind of loading indicator to confuse users less?
There is nothing installer is doing when it happens, since it's blocked by something external. Not sure what the progress can display if there is nothing happening.

Execute installer in administration rights in windows
Same experience with all the IDE installers I tried. (PyCharm, GoLand, IntelliJ Idea)
In my case delay was caused by Bitdefender antivirus scanning all the installer files.
If you wait a bit (for me it was 1-2 minutes) the Next button will start working.
