Plugin "I18n for Java" was not loaded

In Version 2017.1.1 of IntelliJ IDEA Ultimate, running on OSX 10.11.6 I am getting the error:

Plugin Error:

Problems found loading plugins:

Plugin "I18n for Java" was not loaded: required plugin "com.intellij.properties" not installed. Plugin "PHP" was not loaded: required plugin "com.intellij.properties" not installed.

I have tried uninstalling IntelliJ, removing IntelliJ artifacts from ~/Library/Logs and ~/Library/Caches and ~/Library/Preferences and installing again with no plugins enabled but I am getting the same error every time when I try and enable either the PHP plugin, or even just the I18n for Java plugin.

Does anyone have any ideas of what I can do to diagnose and fix the issue!

A lot of plugins are still shown as disabled. Double check you've removed disabled_plugins.txt from the correct location.

I deleted the "disabled_plugins.txt" file that was here

~/Library/Preferences/IntelliJIdea2017.1/disabled_plugins.txt

This now has:

~/Library/Preferences/IntelliJIdea2017.1 $ ls

Not sure what's the problem then, could be incomplete or damaged installation.

Try to delete and reinstall from scratch, also remove all the IDE folders (config/system/plugins). See if it works better if you install from the dmg at http://www.jetbrains.com/idea/download/index.html instead of using Toolbox App.
