Can't Run IntelliJ

Okay, as my name states, I am a total noob to this program and to most of coding, BUT I learn fast. However, when I try and start IntelliJ it gives me an error stating "The requested resource is already in use" I never ran it before and i don't know how to even open it haha. I will learn, but please help me...

What OS and Java version do you use? Can you post a screenshot of the error? Is there anything in idea.log (https://intellij-support.jetbrains.com/hc/articles/207241085)?
The error is just a dialog box with nothing but what i said. My java is udated to most recent 8 update 131 with java se of the same version. Windows 10 is my OS. Where can i locate idea.log? Is it in program files? Because it there would be no files due to it not installing in the first place....
Please clarify when you get the error, when trying to run the installer or when installation has finished and you start the IDE?
If installer doesn't work, please refer to https://intellij-support.jetbrains.com/hc/articles/206544699 and try to download again or get the .zip version for Windows instead of using the installer (it could be that your antivirus blocks the installer in which case the .zip will work better): https://download.jetbrains.com/idea/ideaIU-2017.1.4.win.zip.
Okay i will try than and will post any errors. I will say if it works but im out and about right now so i need to get back home but yes it is when i double click it gives me an error saying "the requested resource is in use" and at the top it says the directory of the files location which is in a folder on my desktop with my mdk and everything.
