Run/Debug Configurations broken after upgrading from 2016.2 to 2017.1.5

After upgrading to 2017.1.5, when trying to edit my run/debug configurations it doesn't work as expected.  Nothing is available under my Defaults anymore, nothing happens when I try to expand it.  When trying to add a new configuration (pressing the top left +), nothing happens.
