How can I setup Jython in IntelliJ IDEA Community Edition 2016.1.2

When I try to install the Python Community Edition plugin (python-ce-2017.1.171.4694.71.zip) from disk, I get the following error.

Plugin 'Python Community Edition' is incompatible with this installation.

If I need to use a different plugin or version, please let me know.

Update to the later IntelliJ IDEA version. The plug-in you are trying to install is from IntelliJ IDEA 2017.1, it will not work with 2016.1.2.

It's also recommended to install plug-in directly from the IDE so that it downloads the latest compatible version automatically.

Thanks for the help.  When I originally asked the question, I was under the impression that my organization doesn't support IntelliJ IDEA 2017.2.  I was able to upgrade to this version, but I still had install the plugin manually as it appears there is a bug preventing the download.

Your proxy may block the download forever, so increasing the timeout has no effect.

I'm able to download the zip file from Chrome and Internet Explorer browsers which also go through the proxy.

How long does it take? Does IntelliJ IDEA use the same proxy settings as the browser?

It took about a minute or so earlier for the download to start, but now that I'm downloading again in order to take a time measurement it's almost instantaneous.  I'm assuming the proxy server cached the file.  Yes, I'm using the same configuration as far as I can tell.  I've attached screenshots in case you see anything which looks out of place.  I've scrubbed my company's domain name.

Quick update... Based on the 2nd download via the browser being instantaneous, I decided to try again through IntelliJ.  The thought was, if it was instantaneous in the browser because the file is cached on the proxy, it should also be instantaneous in IntelliJ.  Unfortunately, there was no change in behavior in IntelliJ.  The read time out occurred again after about 1 min 10 secs which leads me to believe either I have misconfigured something in the proxy settings in IntelliJ or there is some more serious, underlying bug than first believed and reported in the issue here.

IntelliJ IDEA may use a different link for download, so your proxy cache will not trigger.

I copied and pasted the URL from the IntelliJ error message directly into the browser for testing purposes.
