Unable to install Python plugin

Good day.
I just installed IntelliJ Python Community Edition to learn Python programming. Because of a browser proxy issue, I downloaded a compatible Python plugin and tried to install it. I didn't see any error messages, however, the Python entry in the list shows up read and when I try to create a new project, the is no provision for python.
The IntelliJ IDEA version is 2017.1.5 and the plugin version is 2017.1.171.4694.26
Please advise,

How exactly did you install it? Do you see the plugin files under the plugins directory (https://intellij-support.jetbrains.com/hc/articles/206544519)?
Do you see in idea.log that this plug-in is loaded on startup? See https://intellij-support.jetbrains.com/hc/articles/207241085.
