"Unable to save settings" error on Windows 10 with IDEA 2017.2

I am getting frequent notification saying, "Unable to save settings. Failed to save settings. Please restart IntelliJ IDEA", but restarting doesn't solve it. I tried running both idea.exe and idea64.exe as administrator, but the problem persists.

I am running 2017.2 on Windows 10 64bit. Since I am the administrator of my system, I have full write permission to folder : .C:\Users\<user>\IntelliJIdea2017.2

IDE cannot write into C:\Users\Irfan\Desktop\Temp Projects\IntelliIDEA Projects\jME-Maven\.idea\workspace.xml file. Check the permissions. Try moving the project from the Desktop to some other directory.
I know I am thread-jacking, but I have the same problem - with empty log folder :/
My problem is a little more specific: Active RAM seems exhausted (even though I've set -Xms512m, -Xmx1638m)
(I can create a new thread if you think I am diverting too much)
Try to reinstall from http://www.jetbrains.com/idea/download/index.html and remove IDE folders (https://intellij-support.jetbrains.com/hc/articles/206544519) to start with the defaults.
