What is this black bar in terminal panel?

This bar at the right of terminal panel, what does it do? It's not a scrollbar (this one appears when I scroll, like in code window)

A scrollbar does not appear there even if there is enough text to scroll. Besides, all other panels work differently, scroll bar does not appear until user starts to scroll with a mouse wheel. Or like in code window where only scrollbar handle is always visible.
