Skipped breakpoints

i've seen a couple of postings about this but nothing I've read and done will fix this.  This just started happening.  I keep getting this message in a green box at the bottom of the debugger window:

Skipped breakpoint at xxxxxxxxxx: <<line>> xxx because it happened inside the debugger evaluation.

What does that mean?

I have Invalidated caches / restarted and it just keeps happening.  Further, while I am walking through the code, it IDEA keeps notifying me about more and more lines it wants to skip.
