intelliJ not working dual screen with different resolutions

I have a laptop with a 4k screen, and a monitor with a fullHD screen. This works fine with Eclipse, but it does not work with IntelliJ. Popup screens appear at weird places. IntelliJ looks far to big on my laptop screen.

I do not have windows 7, I have windows 10, so Aero has nothing to do with it.
Windows refuses to let me change C:\Program Files\JetBrains\IntelliJ IDEA 2017.2.2\bin\idea.properties
