Unreadable encoding on Intellij system screen

Hi, I had Intellij installed on my windows 10 system, but the Intellij screen seems to display in wrong encoding. 

I had version 2016.1.5 on my PC before, it worked fine several months ago. Today I tried to open it again but it all went wrong with JetBrain IDEs, I downloade the new version (2017.2.5 and 2017.1.5) but it all has the same problem. It seems to be the windows setting, but I couldn't figure it out nor can I find it on Internet. Below is the screenshot of what I have right now. Please help me, thanks.

FYI, I also had pycharm installed on my PC, it also has the same problem as I opened today.
