Save Default Toolbar (tab) position / style

Is there a way to save a default toolbar tab position and order?
I don't want to change the main items on every project.
[this is not only on IntelliJ the case]

Could you please clarify with the screenshot what exactly you want to save?
Actually in all projects (without Database, Gradle, Maven, ....) I have it like that.
And in all projects I can move for example TODO to the left, and so on
