Scaling issues after Community 2017.3 update

Updated this morning. Windows 10 - Dell laptop with extended Dell external monitor.
In 2017.2 the text was a little large on the extended monitor, but its resolution was fine. Now I've updated to 2017.3 the text is small and the resolution is blurry. I can increase the font size but still blurry.
I've spent the last hour reading previous related posts and solutions but no luck - reverting now to previous version.
Also, I ran the Windows 'Compatibility Troubleshooter' on it and it detects display issues "idea64 not compatible".
