Unable to Create New Project

Well I am unable to create any project from any window in IDEA 2017.3 Here's a demo (those are clicks):
I have the Java installation perfectly configured. The new project button doesn't work from anywhere. I have tried re-installing (both Toolbox and Manual way), restarting etc.
. What's the problem?
Edit: 2017.3.1 EAP works perfectly though.

The same on Mac OS (Intellij 2017.3) plz fix it. That is very very obvious!
It's already fixed. Either update Kotlin plug-in, disable Kotlin plug-in or enable Gradle plug-in.
disabling the Kotlin plug-in fixed it for me as well.
Updating the kotlin plugin worked for me. (to 1.2.10.something, I think)
I don't seem to be able to create a new project from existing files no matter how I try, V2017.3.2, Ubuntu Artful:
Create new project from existing files
Local webserver, files under root (first option)
Select project folder (local apache vhost <rootdir>/packages), mark as root, there are plenty of files in there highlighted green in the picker
Use existing server (added OK from previous attempts), selected server, allow http connection test
Web path for project root '/packages'
Finish
Open in new window
Absolutely nothing happens and no messages or anything.
Try creating a new project using static web module with the wizard vs importing the existing sources.
The issue is still active.
Button Next do not work in any project and there is chance to Create new project on Ubuntu 18.04 LTS and IntelliJ IDEA Ultimate 2019.2.
After several reboots it works!
