Dollar sign instead of semi-colon and slash instead of period

I am using IntelliJ 2017.2 and for one of my project and only in that project, the IDE decided to write dollar signs whenever I press the semi-colon key on my keyboard and slashes when I press the key to write period.
I create a new project from scratch and all was alright, I copied over the files from the old project and now it is the same as before only for those files. So I am guessing it is related to how the files are stored and not a project setting.
I selected the file and chose File > Encoding - UTF-8 from the menu but nothing changes.
The file doesn't contain any special characters that I can see, all normal Latin letters, numbers and, punctuation.
Any idea what could that be?

Could you please share a sample project that will reproduce the problem? What OS do you use? What is the keyboard locale?

I have the same issue in 2020.1. Were you able to find a solution? As far as I can see it's not project related.
