Is a CPU usage rate of around 30% normal?

I'm using the remote development feature of JetBrains Gateway, and after starting it, the CPU usage on the client side remains constantly high. This causes the computer's fan to spin wildly, and the computer's temperature also increases accordingly. This issue has been bothering me for a while. What should I do?
