I have noticed this problem also in Geany and Visual Studio
Project Structure tool window parses well, but when you switch to another file and back, the tool window forgets both the position of the scrollbar, and the collapsing of certain elements (all elements are expanded).
This makes the Project Structure view much less useful than it could be, I wonder if this problem could be fixed.

Does the issue persist in 2016.3 from https://confluence.jetbrains.com/display/IDEADEV/IDEA+2016.3+EAP?
Do you have autoscroll from source option enabled?
Please provide a short video of the problem.
OK I am using the Rust plugin, so I'm guessing it's not Intellij's fault, it's the plugin's? Is this true and is there anything I can do about it?

You can try disabling the Rust plug-in and work with other projects to see if it's a plug-in specific problem.
Yep I tested, it's the plugin, too bad.
