Entering a function or method temporarily halts keyboard responsiveness to show arguments

When I type in a function or method on PyCharm Community 2016.2, I get a pop up reminding me of the arguments for the function. This is after autocompletion provides a drop-down menu. This pop up causes my keyboard to lose responsiveness until I move my cursor and it greatly affects my workflow.

This illustrates what I am talking about. Until I move my cursor and this bubble disappears, I cannot type any more.
