ALT-GR does not work in terminal after 2016.3 upgrade on Windows 10

It seems that this ALT-GR problem keep coming back. I increasingly fear to update IntelliJ to a new version, since a very annoying bug appears every time.
ALT-GR does not work for me in the terminal, neither while using my native input language (HUN), nor while using English. I miss my tilde!
