PyCharm 2016.3 Not Loading - Win7

I recently upgraded to the PyCharm 2016.3 community build. Things seemed to be running fine, but got I got a message/error saying the application was out of memory and the application crashed. I have not been able to get the application to load. I have tried uninstall/reinstall using the windows installer, etc. I have also tried installing 2016.1 and that runs fine. Is there a cache folder for the application I could delete manually to try to really clear everything out? Any suggestions?

You could rename/remove settings folders to start with the defaults https://intellij-support.jetbrains.com/hc/en-us/articles/206544519.
