IntelliJ 2016.3 hangs at startup with message "Scanning files to index"

Hi, yesterday I upgraded from IntelliJ 2016.2.4 to version 2016.3, and after a few starts my IntelliJ now hangs at startup (after project selection) with the message "Scanning files to index". Yesterday I deleted my .idea folder to eliminate effects from the previous installation and it helped at first.
However, today the same issue arises, so that my installation is no longer usable. Does anyboy have a clue about the problem? How can I debug this further?
I am running Windows 7 as the OS, and the problem occurs both with the 32bit and 64bit starter binary.

You can report a bug at https://youtrack.jetbrains.com/issues/IDEA with the logs and thread dumps attached (since you can't attach non-image files to this forum).
Do you have Scala plug-in enabled? Does it help if you disable it?
