3.1 'Go To Declaration' navigation deteriorated

I've just upgraded to 3.1 and Go To > Declaration command I relied upon extensively became much less useful. I.e. it doesn't jump to methods defined in other files in my project, while previously it seemed as though it just kept the global "tags" registry and was jumping around the whole project (when the names were unique).
