There is a request to disable the splash screen at http://youtrack.jetbrains.com/issue/IDEA-72664. noslpash option works with IntelliJ IDEA, but not with PyCharm.

Startup speed would depend a lot on the disk I/O performance. It looks like you are running on a laptop with slow CPU and probably 5400 RPM hard drive. With this configuration slow start is normal and there is not much you can do about it. Defragmenting your hard drive can improve it, but for comfortable work it's recommended to use a bit more powerful machine with fast hard drive.
