How do I drag tabs next to other tabs?

How do i drag a tab next to a column of tab groups?

Example 1:

| TABS |  TABS | Can drag tab here to create new group of tabs

Example 2:
------
TABS
------
TABS
------
 Can drag tab here to create new group of tabs


Example 3:
--------
| TABS |
--------    IMPOSSIBLE to drag tab over here to create new column group of tabs 
| TABS |
-------

 

Example 4:
----------------
| TABS |              |
------- |  TABS |
| TABS |              |             
----------------


How do i get to Example 4 from Example 2 ?

Seems like once you have a column of groups of tabs, you're screwed, 

you can never  add a new column next to them, only inside one of them.

Could you please share a video or a few screenshots to demonstrate the same? What tabs are we talking about here?
