Reinstall from http://www.jetbrains.com/idea/download/index.html, delete IDE folders if it doesn't help (https://intellij-support.jetbrains.com/hc/articles/206544519).
Reinstalling IntelliJ Idea suffice. No need to delete the IDE folders found in the user's home directory.
WARNING: Install the full version with JDK, to be safe. I got the same problem again later because I attempted to use the JDK I already had to run the tool. This problem occurs if the JDK provided is not compatible with the JDK required by IntelliJ IDEA.
This bug occurred on Linux Ubuntu 16.04 LTS Xenial Xerus, fully updated as of 2018-02-09.
Uninstall last installed plugins.
