Intellij keeps prompting to restart

Hi,
On opening intellij I keep getting the following error "Restart IntelliJ IDEA to activate changes in plugins?"
This is annoying. Please help.

Please post the content of idea.log after restart and reproducing the issue.
Please try to delete IDE plugins directoriy and disable JBA settings sync or Settings Repository if you are using it. Does the error go away?
