Move menu bar from one side to another

Hi
I often change my screen orientation from portrait to landscape or back again.
Is there a way to move a whole menu bar from one side to another, instead of having to move each tab one by one?
Otherwise I have to resort to using the window pop-up menu to select my window.

Could you please clarify what do you mean by the menu bar and tabs?
OK sure.
Example.
I worked in the office yesterday at my docking station with one IntelliJ project on my landscape orientation screen.
I had my project, version control, maven projects, TODO tabs etc along the side menu, because I have more space on the left and right than at the top and bottom.
This morning, I am working from home and I have opened the same project but I am looking at it on my 29" portrait oriented screen. It looks like this:
Now my left and right sides are closer together and I want to have everything on the top menu instead.
So I move the tabs one by one from the left to the top - I don't think I'll do that ugly highlighting again, I think you can see what I'm going:

Wouldn't it be easier to implement a moveable button bar than the whole shebang needed for that windows configuration use case?
As a comparison, in Windows I can move the Windows task bar between top, bottom, left and right with just a mouse drag.
