2018.1 doesn't remember tool window placement in sidebar

Since upgrading to 2018.1, IDEA doesn't remember the placement of hidden tool windows in the sidebars.

For example, I moved the "Event Log" from the bottom right to the bottom left (next to "Version Control"). But when I close and reopen IDEA, the "Event Log" is back on the right side.

IDEA does remember tool windows being added or removed from a sidebar, or moved to a different sidebar.

This happens in every project.
