Debug view from the debug window is gone

Hi this could be a repetitive question as I can see while typing a title, but the problem which facing from past couple of weeks is that I am not able to view the debug command view from the debug window.

If you will on the above image palette of the Step Into, Step Over, stop solution, and rerun is not visible. some time its appear sometimes not. as i can see my first solution has this palette but the second one doesn't have it.

Please point me the correct question if it is already asked by someone else.
