Unable to Set UTF-8 Encoding for Properties Files (*.properties)

Apologies if this question has been asked before. Basically, and even though I have already set the encoding to UTF-8 (see picture):

French characters like (é, è, à,...) are not being recognized for some reason, and I end up having words like this in my *.properties files:
label.type.event.object-end-execution-in-error=Fin d'exécution avec erreur
In the status bar, the encoding is set to UTF-8, but it's grayed out for properties files (Disabled for Properties).
Am I missing something here?

Does it help to:
1. remove non-UTF-8 symbols from affected filed
2. re-apply the encoding settings and add the symbols again

I tried your approach but, unfortunately, it didn't solve the problem.
Could you please report new issue on YouTrack attaching idea.log ("Help | Show Log in...") after restarting IDE and sampe project example: http://youtrack.jetbrains.com/issues/IDEA. ?

I still getting the same error in my environment. The .properties files contains special characters that IDEA does not encode and won't let me edit it (see the picture):
