Do not works main menu hot keys on "blank" main window

I open project. Tool window 'Project' only visible. Hide this tool window.
Now try press Alt + F, nothing happened.
Is it bug?

Can't reproduce. Please report a bug at https://youtrack.jetbrains.com/issues/IDEA with the logs and more details (IDE/Java/OS versions, etc).
