2018.3 - Debugger really slow

After upgrading debugging is really slow, just sits there with collecting data or waiting until last debugger command completes... does eventually come back after a minute or two.  Problem was not their before upgrade and I remember this issue exactly like this on an older version although I can't remember which.

I just upgraded,  everything was working well before, and now everything takes about 2 or 3 minutes.  Single stepping over incrementing an integer takes a few minutes.   The “Debugger Tool” window no longer shows anything (although it might show up in a few minutes).   I need to revert to an earlier version for now, but will try to file a bug report as soon as I can.

None of the workarounds work for me.  Reverting to the previous version didn't even fix it.

Workaround: I deleted the .idea directory before starting the IDE and the problem went away.
