Change "Alt+," to "'+c"

Is there a way to change the shortcut to cedilla? I use an american layout keyboard, but as I am Brazilian I need to write some "é,á,í,ç" characters, I've always used the "'(apostrofe) + c" shortcut and only in IntelliJ this shortcut gives me an "ć", is there a way to change this behaviour?

What OS do you use? Does it work in other Java Swing apps like NetBeans and JEdit?
I'm using Manjaro Linux with Gnome 3.30.
Never tried NetBeans, I just installed JEdit and the same occurs.
That appears to be Linux/Java issue. We have a related problem logged for Mac, though it works better on this OS: https://youtrack.jetbrains.com/issue/IDEA-189203.
