PyCharm constantly freezing after startup

I am running PyCharm 2019.1.2 x64 on Windows 10, although I have had this same issue with 2018.2.4 (I uninstalled 2018 hoping the update would fix the problem).
Shortly after starting up PyCharm, the UI will freeze up. If I move my mouse into the UI region, it disappears. If I minimize PyCharm after this freeze occurs and then maximize it, the whole UI comes back blank. This does not appear to go away after any period of time, the only way I can close PyCharm is through task manager.

Where did you upload your logs?
I couldn't find it on our FTP server.
Please upload it once again to https://uploads.services.jetbrains.com/
I am having the same problem just downloaded the newer version it freezes, does not compile and run simple programs, and I cant create new projects on the new projects tab.
I did send a bug report to the support team I hope they can help me fix it because I paid for the yearly service back in March I need this platform so I can work.

Make sure to change the visibility of your attachments to ensure privacy.
