Default Monitor for newly opened Projects
When I open an additional project in IntelliJ IDEA, it is defaulting to my secondary monitor.
This has changed in recent months; I would guess in the initial release of IDEA 2019.2, or in a late patch of IDEA 2019.1 - unfortunately, I can't remember exactly when the issue started.
In the past, when I selected File > Open Recent > SomeProject, and selected to open a New Window for the project, it would open on the same monitor as the currently open project.
Recently, instead, every newly opened project gets opened on my secondary monitor. The same happens with starting up a new instance of IDEA when none is currently running - even if the last project I closed was on my primary monitor, the new session of IDEA starts on my secondary monitor.
Can anyone suggest anything that might help fix this?

If you've previously opened a project with a particular displays setup, the next time it should open on the same display where it was closed. Does it work correctly?
For the new projects, the problem is reproduced on our side: https://youtrack.jetbrains.com/issue/IDEA-226865
