Why does WebStorm keep opening Terminal when I press shortcut for "Find Action"?

I press the shortcut keys for "Find Action" (command-shift-a on my Mac) and the "Find Action" window opens for a half-second then Terminal opens with a window that says (in this particular case) 

No manual entry for elm for\;type\=a

This is not consistent -- immediately after doing this about six times (and opening six Terminal windows), now it's working again.  It comes and goes.  How can I fix this so that "Find Action" works consistently from the shortcut? (I checked, and there are no other actions to which this shortcut has been assigned in "KeyMap" (see pic)
