PyCharm 2019.3 complains about Jupyter notebook install but install dialog is empty

Running a project which includes a jupyer notebook with pycharm 2019.2 gave no problem. Immediately after 2019.3 install I get:

    Plugin 'org.jetbrains.plugins.notebooks.jupyter' required for 'waterwise2' project isn't installed.

Pressing the link for installing a supposed update for jupyter shows an empty dialog, nothing to install.

Please try starting PyCharm with default settings by temporarily removing/renaming config folder https://www.jetbrains.com/help/pycharm/directories-used-by-the-ide-to-store-settings-caches-plugins-and-logs.html

If not, please file an issue to https://youtrack.jetbrains.com/issues/PY and attach your idea.log file from Help | Show Log in... along with a screenshot showing the error message.

Nope no change, this version of jupyter starts to work just as crappy as the previous one. Perhaps better to run jupyter labs then. I am starting to question why I am paying for pycharm/using it at all.
