2019.3 breaks Java and Groovy syntax highlighting

2019.3 changes or breaks syntax highlighting in an undesirable way. This is what 2019.2 looks like:

This happens with both Groovy and Java source files. I have rebuilt the project and invalidated the IntelliJ cache but neither of those things fixes it. Is this a bug with 2019.3 or did a default configuration change?
