Does the reinstall of the IDE help?
Please try the steps from https://intellij-support.jetbrains.com/hc/en-us/articles/360007568559 .
Reinstall sadly does not help.
What about the rest of the steps? Removing plug-ins, etc?
Deleted plugin directory did not help. Tried deleting the entire settings directory and no luck.
Fully uninstalled and then installed via ToolBox - working now - thank you!
Do you have "IDEA_HOME\plugins\java\lib\java-impl.jar\com\intellij\debugger\settings\DebuggerSettings.class" file?
On Linux you must install into the new empty directory, not on top of the existing installation.
