Exploded War directory not being built

I'm trying to build an artifact using Web Application: Exploded type. However, it's not creating the output directory when I go to build it.
What could be a possible reason this is happening?

Do you build the artifact explicitly? Are there any errors in idea.log or build.log? https://intellij-support.jetbrains.com/hc/articles/207241085 .
It would help if you could upload all the logs and the sample project at https://uploads.services.jetbrains.com/ and provide the name of the file here.
