Jetbrains Toolbox not uninstalling properly

Jetbrains Toolbox will not uninstall itself correctly. I have a license for a few plugins and applications.  I decided to install the toolbox but decided to remove it.

When uninstalling, it looks like it's successful but then when rebooting I get a toolbox error that the JVM can't be found.  when I check my registry I still have things pointing to the toolbox at startup. I see files left in c:\users\x\appdata\local\jetbrains\toolbox folder.

Does this stuff have to remain to support other applications being updated?

I tried to reinstall the toolbox to see if another uninstall would really clean it up, but the files are still there.
