Toolbar Icon to Execute Line in Console

This is driving me absolutely mad.  I'm trying to make a Toolbar icon that performs the "Execute Selection in Python Console" or "Execute Line in Python Console" (Alt+Shift+E). When I add it in the settings, it doesn't show up.  I've tried it with multiple actions. Evaluate, etc. and it will not show up for me.  Why can't I do this simple task?
