Quotes not inputting in the editor

Suddenly the input of quotes and tilde has stopped working. It simply inputs an empty space instead. It is not anything to do with my keyboard because everywhere else it works normally.
Already rebooted and cleared every configuration file generated, and downloaded all over again. The issue persists. I am using Ubuntu 21.04.

Appears to be a know issue: https://youtrack.jetbrains.com/issue/IDEA-59679.
Workaround from https://stackoverflow.com/a/29476275/104891 works.
