'Bad address: listen' error

when ever I try to run springboot application, it will show 'Bad adress: listen' in build section below
strange thing is that application sometimes works if I keep try pressing the 'run' button. The error happens almost 8 out of 10..
I tried deleting Intellij and reinstall it, but it didn't work. What is the problem?

The build fails for some reason. Please file a bug at https://youtrack.jetbrains.com/newIssue?project=IDEA with the logs attached via Help | Collect Logs and Diagnostic Data.
Please enable debug logging for build.log before reproducing and reporting, refer to https://intellij-support.jetbrains.com/hc/en-us/articles/207241085 for the details.
The issue can be caused by some third-party firewall or security software. Please specify if you are using any.
