Why is PyCharm requesting to monitor input from your keyboard even while using other applications?

Hello,
I've been using PyCharm on mac for many years. Today I got a pop-up asking me, "Do you want to allow Pycharm to monitor input from your keyboard even while using other applications" from mac OS Privacy & Security. I clicked denied because I found this highly suspicious. Is it normal that PyCharm is requesting this?

PyCharm doesn't need it for anything, as far as I remember, so clicking Denied is the right choice.
I suspect it's related to this issue https://youtrack.jetbrains.com/issue/IDEA-194789/WebStorm-requests-access-to-contacts-from-particular-user-on-macOs-Mojave
