Probably gemset or ruby was installed with sudo. You don't need to do it as a superuser, it's better to run rvm as a current user. Please try running: sudo chown -R <yourusername> ~/.rvm to fix you...

Lev, now up and down actions are invoked using Ctrl+Up/Down, because up and down conflicts with multiline commands navigation.

Örn, this problems are not connected. In order to get ruby-debug-base19 gem installed you shoud install DevKit: http://github.com/downloads/oneclick/rubyinstaller/DevKit-4.5.0-20100819-1536-sfx.exe...
