Today I had the same problem in 2019.3.2. I tried to delete vcs-log and IDEA restart several times. But the problem doesn't disappear. > Please report a bug at https://youtrack.jetbrains.com/issues...

Currently we have no licence for 12. So I will use patch, rather than shelve, in the hope that it's a function which doesn't depend on IntelliJ code rather than adding a GUI to the well tested patc...
