I would like to revert to configuring libraries as an 'IDE Setting' instead of always going through the project/module settings.

It's supposed to be a philosophy of 'convention over configuration'.If some aspect of a project matches the 'standard' way of doing it, then there is no need to specify it in the project's POM file.
