The ToolbarPlugin has some support for what you want. It's currently broken by the new OpenAPI (I think), but once I get around to updating it (hopefully this weekend?) you'll at least be able to ...

These tips will be shown while the start up process is going on.The passive voice and "...is going on" feel a bit awkward to me. How about something like "IDEA will display these tips during start...

I upgraded from 1180 to 2013 and haven't seen any of the problems you report. I did, however, entirely wipe out IDEA's system directory before firing up 2013.chris

Thanks. Unfortunately, no amount of restarting seems to help. Bummer. I'll try some other java apps and see if they have the same behavior.

My solution was to create a local user and just run IDEA as that user. Works fine.
