idea64.exe file is located in <IDE_HOME>/bin/ directory.  <IDE_HOME> is the installation folder of IntelliJ IDEA.

@Pranav,  Try deleting /home/pranav/.IntelliJIdea2019.1/system/tomcat/ and restart both Tomcat and IntelliJ IDEA.  If it does not help, please share the output of the following commands:  $ ls -ld ...
